Yes for every free personal-item allowance currently covered by BagFit EU—but placement, weight and fare rules still apply.

Good multi-airline size: 40 × 30 × 15 cm stays inside every dimension shown above. It also leaves 5 cm of depth below the 20 cm limits used by Ryanair, Wizz Air and Vueling.

Do not confuse “fits” with “included”

A bag can physically fit an overhead limit without being included in your ticket. This guide tests the free underseat personal item only. Check the fare separately if you plan to bring another cabin bag.

Soft bags can still fail

A label showing 40 × 30 × 15 cm is only useful if the packed bag remains within those measurements. Overfilled front pockets and side bottles count. Measure after packing.

Why this size is useful

It is a conservative personal-item size across many large European airline groups. That makes it a sensible target for travellers who want one small bag for several carriers, while recognising that airlines outside the covered set may use different rules.
